The Microsoft licensing system
Simultaneously with the release of Windows Server 2012 R2 and other software editions for servers, Microsoft has updated its licensing model. Depending on the edition, Microsoft now distinguishes between licensing by cores, which does not require additional access licenses, and licensing by server plus a company-specific number of client access licenses (CALs). This is calculated from the sum of the users or end devices (PC, laptop, etc.) that are to be authorized for access. There is therefore a choice between licensing a single person or a single device - called User CAL or Device CAL.
Licensing with CALs is not available for every server edition, usually devices or users can be equipped with client access licenses for the respective Standard depending on the server software type (in addition to the other option of core-based licensing).
The background of this Microsoft licensing model is the differing scalability of the individual server editions. This means that the different requirements of companies and organizations with regard to the performance of a server software as well as the scope of the functions and features used are mapped.

It does not matter whether the end device used is used locally, in a company or mobile. Every employee who has access to it can thus automatically access the licensed server with the Device CAL. This is particularly advantageous when several users share a device.

Thus, when purchasing client access licenses, the decision for a license type - Device CAL or User CAL - depends on the predominant type of use of the server services in an organization in order to save licensing costs.
If the majority of employees use Windows Server services locally from their company workstations, for example on a project-related basis or in shifts, it is cheaper to equip them with Device CALs.
If, on the other hand, employees access the server from different end devices - not only stationary, but also mobile, at the company location, on the road and in the home office - then the equipment with User CALs is also more advantageous in terms of price.
